Discussion document on child labour in South Africa, 2002


The Department of Labour commissioned the development of a paper on child labour that could be used to promote consultation and the formulation of national policy.

Produced by a team of experts headed by Dawie Bosch, the discussion document was published in 2002 under the title, Towards a national child labour action programme for South Africa. The authors described it as “an analysis of the situation of working children” based on available research, most notably the national Survey of Activities of Young People undertaken in 1999.

The discussion paper also summarised international law on child labour and South Africa’s position in relation to this as well as considering domestic law, policy and social programmes.

The discussion document served its intended purpose and the consultation process culminated in the adoption of the South African Child Labour Programme of Action in 2003.
