Child Labour Programme of Action, phase 2 (2008-2012): CLPA-2

The comprehensive South African Child Labour Programme of Action drafted for the second phase of implementation (CLPA-2) was provisionally adopted on 27 September 2007 by the Implementation Committee (the national steering committee) of the Child Labour Programme of Action.

This plan is a revision of the 2003 CLPA (CLPA-1), which was implemented from 2003 to 2007.

The updated plan builds on lessons learned in pilot projects and research and on recent policy developments. The revised document covers the 2nd phase of implementation, 2008-2012.

As in case of the first phase of the plan, the CLPA-2 views poverty as the root cause of child labour and many of its actions are directed at poverty alleviation. At the same time the programme acknowledges a powerful element of exploitation and this, too, is taken into account in various law enforcement interventions.

The wide-ranging nature of the CLPA means that it relies on the commitment of decision makers and service providers across many sectors. In many cases the action steps lie within existing policies of these departments and the challenge lies in more effective implementation. However, there are instances where the CLPA-2 calls for a review of policy and the drafting of new legislation.

The CLPA-2 is now being edited for language and laid out. It is in the process of being costed. The Department of Labour is publishing the document in two forms, to assist in the costing process:

  • The CLPA-2 as a full document, including its Annexure A which summarises the action steps per department.
  • A shorter, well-formulated summary document that can be used by stakeholders who do not have the time to read the full document.

In the process of costing the CLPA-2 the specific wording of action steps or other parts of the document may be amended.
