General


In Swaziland, the response to child labour is led by the Programme Advisory Committee on Child Labour. This committee is convened by Department of Labour in the Ministry of Enterprise and Employment and the Labour Commissioner is its chairperson.

The Programme Towards the Elimination of worst forms of Child Labour (TECL) works closely with the Department of Labour and other relevant departments to strengthen Swaziland’s ability to combat child labour.

TECL is funded by the International Labour Organisation (ILO) and is a joint undertaking of the ILO, government and other stakeholders.

Our joint energies are directed at formulating a national action plan that will provide the foundation for coordinated interventions to address child labour, in general, and to eliminate the worst forms of child labour that prevail in Swaziland. We aim to have this plan in place by 2008.

In order to achieve this we are:

  • Systematically gathering information and building understanding of the nature of child labour in Swaziland.
  • Assessing existing laws, policies and programmes, in the context of the economic environment, in terms of their ability to provide a framework that is conducive to tackling child labour.
  • Undertaking a limited number of projects that will yield valuable information on the effectiveness of various types of intervention.


The Programme Advisory Committee on Child Labour – known as the PACC – consists of representatives of the following:

  • Orphans and Vulnerable Children Unit in Prime Minister’s Office
