Namibia stakeholders endorse the Namibian national plan on child labour - 29 Apr 08

Namibian stakeholders confirmed their endorsement of the national action plan for the country during a workshop held on 29 April 2008. The plan is called the Action Programme on the Elimination of Child labour (APEC). The workshop was attended by members of the country’s Programme Advisory Committee on Child Labour. It was also attended by a wide range of additional Ministries and stakeholders who have not previously formed part of the PACC.

The version of the APEC that the stakeholders have now endorsed addresses all the comment received after the Conference, and is therefore close to implementation.

The plan was originally endorsed at the country’s First National Child Labour Conference, held in January, subject to specific steps, including a window period for submission of final comment. In view of this formal endorsement, the final steps to be taken in finalizing the APEC are:

  • A thorough language edit and layout process
  • Submission of the APEC by the Minister of Labour and Social Welfare to the Namibian Cabinet for its consideration and recommended approval.

The workshop noted that individual ministries can already start with implementation of elements of the APEC that fall within their mandates. It decided that the existing PACC and Ministry of Labour and Social Welfare as Secretariat will convene an extraordinary meeting of relevant stakeholders to decide on the structure of the body that will coordinate and monitor implementation of the APEC considering the options as proposed by the PACC (reflected in the APEC Draft V3, section 9.2).

The workshop resolution states that “the time-bound APEC will be implemented through inclusion by Ministries in the national planning processes and specifically the National Development Plans and through mainstreaming in existing and proposed strategies, plans and programmes, for the welfare of Namibia’s children, especially vulnerable children.”
