Governance


The national child labour response in Namibia is overseen by the Programme Advisory Committee on Child Labour (PACC), which comprises representatives of several government Ministries and representatives of business, labour and international organisations.

Chaired by the Permanent Secretary of Labour in the Ministry of Labour and Social Welfare, the PACC is intended to:

  • Advise on the selection and execution of projects falling under the child labour programme, ensuring that they are aligned with national development priorities and policies.
  • Monitor progress in the programme against stated objectives and work plans.
  • Promote the child labour programme and its objectives among stakeholders and other interested parties.
  • Integrate the goals and activities of the programme into the plans of Ministries and organisations that are represented on the PACC.
  • Disseminate information on child labour that is brought to light by the programme.
  • Secure the active participation of organisations and constituencies represented on the PACC in addressing the issue of child labour.
  • Explore additional sources of support and funding so that the national plan can be successfully implemented.
