Coordination The Ministry of Labour and Social Welfare is the Country Secretariat for the Programme Advisory Committee on Child Labour (PACC). Since the Permanent Secretary of the Ministry of Labour and Social Welfare also chairs the PACC, this department is in effect the organising centre for the programme.
