Scoping study on child labour in Botswana

The study was prepared as a discussion document that would serve to engage parties relevant to the process of developing a national programme of action on child labour. It was written in the light of Botswana’s ratification of all relevant international instruments on children and child labour.

It reviews actions that Botswana had taken by 2003 to address issues relating to child labour, including the legislation it had passed, the policies adopted and the programmes undertaken. Some of these deal explicitly with issues of child labour, others more indirectly.

In the absence of direct statistical information on child labour in Botswana, the study considers other relevant statistics and anecdotal evidence to produce an informed picture of children’s work. As its starting point it notes that, at that time, 17% of children who should have been in primary school were unaccounted for. This figure has since dropped considerably.

The scoping study concludes that:

  • Collecting household fuel and fetching water are probably the most common forms of child work.
  • Work in agriculture, and especially subsistence farming, accounts for a considerable number of economically active children.
  • The retail trade – especially family businesses – is another fairly substantial area of child work. This includes the sale of liquor which has inherent risks for children.
  • Paid domestic work is also an activity in which children are known to be involved.
  • There is anecdotal evidence of the commercial sexual exploitation of children and of the use of children to commit various crimes, but no statistics exist on either of these worst forms of child labour.


The study ends with a discussion on which work activities are harmful to children and questions for discussion in finding a way to address child labour in accordance with Botswana’s international obligations.
