In a two-day a Strategic Programme Impact Framework (SPIF) workshop in Windhoek, held 28 and 29 April 2008, Namibian stakeholders endorsed the proposed second phase of the programme Towards the Elimination of the worst forms of Child Labour (TECL II) and helped plan the activities of the second phase.

TECL II is likely to be funded by the United States Department of Labour, which also funded the first phase of the programme during which the national action plan for the country was devised. The plan is called the Action Programme on the Elimination of Child labour (APEC). TECL II is proposed to assist the Namibian government and stakeholders in kick-starting selected actions steps as set out in the APEC – which was again endorsed at the same meeting (see separate story).

A workshop resolution read: “We thank the donor for making funds available, but also appeal to the donor to make additional funds available to ensure effective support from the ILO to the country.” Workshop participants felt that the funds allocated to the project, planned to be run in three countries, would be insufficient for effective implementation. The other countries proposed to be assisted during TECL II are South Africa and Botswana.

At the workshop, the problem of child labour in the country was considered against the background of the endorsed APEC, which also sketches the country’s child labour problem. The proceedings of the workshop will be taken into account during the drafting of the Project Document for TECL II.

The draft Project Document for TECL II should be available for comment around mid-July, and the final version in late August or early September 2008. TECL II could start its operations in late 2008 or latest by March 2009. The workshop resolution requested that the full draft Project Document, once completed, should be circulated for comment to the key Ministries and the members of the PACC.
